Unlicensed Procedure in Queens Leaves Woman Brain Dead, Suspect Arrested at JFK Airport

Queens, NY — A 31-year-old woman is now brain-dead after undergoing an illegal cosmetic procedure performed at an unlicensed clinic in Queens. The man responsible, 43-year-old Felipe Hoyos-Foronda, who falsely claimed to be a medical doctor from Colombia, was apprehended at John F. Kennedy International Airport as he attempted to flee the country.
According to police sources, the incident occurred during a botched attempt to remove buttock implants at a facility not approved to conduct medical procedures. During the operation, Hoyos-Foronda administered lidocaine—an anesthetic that, when improperly used or dosed, can cause severe complications. The woman went into cardiac arrest shortly after the injection.
Emergency services were called, and the woman was rushed to Mount Sinai Queens Hospital. Despite efforts by medical staff, she remained unresponsive and was declared brain dead shortly after arrival. Her identity has not been made public pending notification of next of kin.
Hoyos-Foronda fled the scene but was tracked down and taken into custody at JFK Airport by Port Authority police. He now faces multiple felony charges, including second-degree assault and unauthorized practice of a profession. Authorities are also investigating whether he has performed other procedures in the city and whether additional victims may come forward.
“This was an utterly preventable tragedy,” said an NYPD spokesperson. “It underscores the dangers of seeking medical treatments from unlicensed individuals. Anyone considering elective procedures should ensure that the provider is licensed and that the facility is authorized to perform such treatments.”
Local officials have renewed calls for stricter enforcement of regulations surrounding cosmetic surgery, particularly those involving unlicensed practitioners who operate underground. Medical professionals warn that such cases are increasing, driven by social media trends and the desire for low-cost procedures.
The case remains under investigation as authorities seek to determine whether Hoyos-Foronda had accomplices or connections to similar illegal operations in the area. Community advocates are urging those who may have had contact with Hoyos-Foronda to speak with law enforcement, emphasizing that victims should not be afraid to come forward. Anyone with information is encouraged to contact the NYPD tip line or their local precinct.
